The README change passed. The protected workflow change stopped.

A real agent processed a GitHub issue requesting routine repository work and a change to the CI workflow that would skip tests. Routed through Writ, the Charter allowed the README update, branch creation, and pull request while prohibiting writes to protected GitHub Actions workflow files.

Stipul governs only calls routed through Writ. It does not detect prompt injection or evaluate agent intent. Direct GitHub API access, unmanaged tools, leaked credentials, compromised hosts, and bypass paths remain outside this demonstration's control boundary.
